Thanks @mojaveazure . I think the best path forward is to 'hold' the branch and PR open til 2.15.0 is final, and update the tag file |

This PR updates the package preference to TileDB 2.15.0 (currently at rc0).
We also rolled the valgrind test matrix to the release-2.15 branch, and increased the release version to 0.18.0.3 to signal a new rc snapshot.
