Summary

Expands the GitHub PR inventory into an actionable OWNER report using GitHub open PR data as the authority.

What changed

  • Added docs_build/dev/reports/PR_26175_OWNER_045-github-pr-expanded-inventory-report.md.
  • Refreshed docs_build/dev/reports/codex_changed_files.txt.
  • Refreshed docs_build/dev/reports/codex_review.diff.
  • Created local repo-structured ZIP artifact at tmp/PR_26175_OWNER_045-github-pr-expanded-inventory-report_delta.zip.

Report coverage

  • Includes 38 open PRs from GitHub.
  • Includes 35 draft PRs and 3 open non-draft PRs.
  • Groups PRs by team and dependency chain.
  • Explicitly identifies Gamma chain, OWNER chain, Alfa stack, Bravo PRs, Charlie PRs, and Delta PRs.
