Summary

Documents the clean rollback restore plan from latest main.
Records the approved restore list and reapply order for sign-in, env diagnostics, toolbox images, Text To Speech, and Game Journey follow-up.
Updates the required Codex review artifacts without reapplying implementation work.

This PR is documentation/static only.
npm run dev:local-api and npm run test:workspace-v2 were intentionally not run for this rollback plan scope.
