Summary

  • Added the canonical repository structure governance addendum.
  • Appended the new addendum to the Project Instructions README index.

Scope

This PR establishes canonical locations for toolbox HTML, tool assets, themes, shared JavaScript, engine code, API code, and serverside code. Test structure and legacy migration policy are intentionally left for the next sequential PRs.

Validation

  • git diff --cached --check passed before commit.
