nmpfilter: log file

• contents of hwy_data/../.git/refs/heads/master if available
  • time/date of .git/refs/heads/master?
  • if unavailable, maybe date/time of most recent change to hwy_data?

This is not necessary. Just something I think might be nice to have.

Since you sometimes skip graph generation - which would include nmpfilter now -, it would be really helpful to see the date when the nmp file(s) were generated. However, I'd prefer that you run it always (some "normal" data checks are also not checked).

tm-master.nmp has been generated on every site update for a while now, even when graph generation is skipped, and will continue to be (it's a fast process), so nmpfilter is also run on every site update.

This file lists the most recent commit to the HighwayData repo.
Useful for checking NMP info against the state of HighwayData when the site update was run, or for downloading a clone of the repo at that specific point in time and attempting to recreate things, etc.

Info on how to do this isn't right at my fingertips. (statbuf?)
In practice, when running nmpbyregion as part of the site update, tm-master.nmp will have been created a matter of minutes beforehand, so this doesn't matter much.

time/date of .git/refs/heads/master?

Nope. If the file is there, its contents are all the info we really need; we're able to narrow the state of the repo down to a specific commit, which is precise enough.

Info on how to do this isn't right at my fingertips.
This would only come into play on someone's local machine where the data isn't an actual git clone, in which there's no guarantee of being able to replicate conditions by looking thru the repository history.
(Conversely, even if it's a git clone & we have a commit number, the data could have been changed more recently. In which case...)
Not worth the bother.

This should be automatically closed when #123 is merged.
