Is there a way to implement this such that it requires no changes to an existing application (i.e. not require a specific parent div)?

Summary
This PR replaces the experimental mobile formatting toolbar example with a demo for an implementation that provides much smoother scrolling. The caveat is that it requires the
documentanddocument.bodyto not be scrollable.This PR is not intended to be merged, only serving as a PoC.
