🎨 Palette: Tooltips on disabled buttons in JobStatus

💡 What: Wrapped the disabled 'Previous turn' and 'Next turn' buttons in the JobStatus component with an inline-flexspan to attach the title attribute for tooltips.
🎯 Why: Disabled buttons often swallow pointer events on some browsers, making standard tooltips (title attributes) inaccessible. Wrapping them with a span allows users to hover over the disabled button area and see the tooltip explaining what the button does.
📸 Before/After: No visual changes for enabled buttons. When disabled, users can now see the "Previous turn" or "Next turn" tooltip upon hovering.
♿ Accessibility: This fix restores standard tooltip visibility on disabled elements for non-keyboard users, while preserving existing aria-label functionality on the button itself.
