Adding the conf.py and conf.py.orig changes from the main branch to jazzy-devel branch.
Adding the README changes from main branch to jazzy-devel branch.
This change is to keep the configuration and README's the same over all of the branches.
It was already checked and reviewed for the main branch. We are just porting it to the other branches. It will be automatically added to the jazzy branch on the next push. So we will not bother pushing there.
