A simple system to award achievements/badges to users.
Will be useful for many things we use/used through role before like past UDC Jams Winners, Bot Contributors, Helpers, people who completed the Christmas Events.
Let's call them badges.
There should be a list of Badges, stored in DB (new table)
- Admin should be able to create new badges with a slash command. For now only a Title and a description.
- Admin should be able to assign a badge to someone using a slash command.
- Admin should be able to remove a badge to someone using a slash command
