[Clipboard Manager / URL Helper] We could offer user to use URL Helper when right-clicking a Clipboard item that is a URL

Doing this would require Clipboard manager extension to either:

1. Incorporate the same code than URL Helper. (not ideal)
2. Clipboard manager exposing a MEF API, and URL Helper extension to consume it (more complex, but more ideal, and now that first-party extensions are in the same repository, is easier to achieve than before).
