An Author needs to be able to send a rule link to another author

I tried to send someone this link

She created an account but could not see it.

How can various authors see the same rule in their dashboard?

You're sending a link to the editing page for the rule, which has restricted access.

Where (@jpotvin ) would you like the link to the rule to appear? We could put it in the dashboard next to 'edit' and 'download'?
