Changes:

• Migrate build system to scikit-build-core, dependencies are now specified in one place, this should also fix builds on Android (ClosesMigrate project to scikit-build-core #489Simplify dev / local setup using pyproject.toml and makefile #490)
• FORCE_CMAKE is no longer required as all platforms use cmake by default now
• (breaking) LogitsProcessor and StoppingCriteria now operate on numpy views of the underlying buffers instead of python lists, this should make them significantly more efficient by reducing copies / allocations. (ClosesUse numpy arrays for LogitsProcessors and StopCriteria to avoid copies / allocations #491)
• (breaking) Drop support for Python3.7 as it's now end-of-life (ClosesRemove support for EOL Python 3.7 #595)
• (breaking) llama_cpp constants have been converted to python types for simplicity
