Support Python3 in DeltaCode and other improvements

This Project is about upgrading DeltaCode to Python3.

Since scancode-toolkit now has python3 support, we need our other utilities to follow suit. The bulk of the work will be upgrading scancode-toolkit to the latest release. Once that is complete, DeltaCode proper can be migrated to python3.

In addition there are several other feature to implement in DeltaCode:

• add support for license_expression
• add support for Package URL
• use ScanCode Virtual Codebases.
• flag deltas as needed review based on a policy
