Closing in favor of #1046, which tracks the TypeScript 6 upgrade with the full set of prerequisites and required work.

This can't land as a standalone version bump: on the current toolchain @typescript-eslint/eslint-plugin@8.48.0 declares peerDependencies.typescript: ">=4.8.4 <6.0.0", which hard-excludes 6.0.3 (ERESOLVE). It also needs a tsconfigtarget bump (es6 → ES2018+, otherwise TS1503 on named capturing groups) and a dist/ rebuild.

Prerequisite: #1045 (ESLint v10 + flat config) must merge first — it brings typescript-eslint@8.62.0 (peer typescript <6.1.0), which is what actually permits TypeScript 6. See #1046 for the detailed plan.
