Describe the bug

• Using @actions/cache@4.0.3 triggers node-fetch@v2 dependency triggers "DeprecationWarning: The punycode module is deprecated" Azure/ms-rest-js#491 as reported in v5+: DeprecationWarning: The punycode module is deprecated setup-node#1364

To Reproduce
Steps to reproduce the behavior:

1. Go to https://github.com/check-spelling-sandbox/excalidraw-libraries/actions/runs/18911114509/job/53981832602?pr=2
2. Expand Post Setup Node.js 24.x
3. See error:

   (node:2110) [DEP0040] DeprecationWarning: The punycode module is deprecated. Please use a userland alternative instead.

Expected behavior
no instance of:

(node:2110) [DEP0040] DeprecationWarning: The punycode module is deprecated. Please use a userland alternative instead.

@azure/ms-rest-js is not maintained any more. It has been replaced with other packages.

Anyway I don't see real usage in this codebase:
