aio app run should output message indicating it's deploying runtime entities to remote

Today when users run aio app run, the command seems to execute and wait for a while before outputting the URLs to the local web app

mgoberling:MyStageApp % aio app run 

To view your local application:
 -> https://localhost:9080
To view your deployed application in the Experience Cloud shell:
 -> https://experience.adobe.com/?devMode=true#/custom-apps/?localDevUrl=https://localhost:9080

While users can use --verbose, there should be some sort of output by default that lets the user know that runtime entities are being deployed so as not to make users think that local actions are being used

It seems currently we're trying to set the spinner info manually, but I think the issue is the spinner is never started https://github.com/adobe/aio-cli-plugin-app/blob/master/src/commands/app/run.js#L104
