Demo: #acs-req-0037 resolves as a deep link on the published spec site, scrolling to "Required at session start, before any hook traffic." The sentence reads exactly as it did before, and nothing in the rendered page shows an identifier.

Note: The three governance steps do not share a timeline. Open the Discussion (U28) as soon as IR V5 lands — that is the first moment it can show the full chain on five worked provisions, and community response is the long lead, not our implementation. The PoC PR follows acceptance of the mechanism; the bulk marker PR needs V7.
