This PR hardens the newly added Cisco AI Defense contrib evaluator by fixing its failure handling and example setup behavior, so Cisco API outages are surfaced correctly and the example control seeding is safer/idempotent.

This PR hardens the newly added Cisco AI Defense contrib evaluator by fixing its failure handling and example setup behavior, so Cisco API outages are surfaced correctly and the example control seeding is safer/idempotent.
