Implements ADR Proposals A.2 and A.3.

Test organization and filtering (A.2)

• Detect unit/integration test separation (separate directories, markers like @pytest.mark.integration, Makefile targets)
• Scan CLAUDE.md/AGENTS.md for module-level or single-file test commands as substantiating evidence
• Heuristics are language-specific and incomplete; document limitations
• Update docs/attributes.md

Test command documentation (A.3)

• Verify test command is documented in CLAUDE.md/AGENTS.md/README, not just that a runner config exists
• Agents need to find the command, not just have one available
• Update docs/attributes.md

Both enhance TestExecutionAssessor.
