Feature: open in IDE

🚀 Feature Description

I want to be able to review artifacts in my local IDE. I use vscode. Add a little "open in IDE" button next to the Download file button in the Artifacts section. Launch the user's default editor.

This one relates to me to a whole huge interesting thread around #364 - basically devcontainers are also popularized with IDEs as a way to have a local IDE connect to a remote container. That can provide a really good experience.

That said, another sane alternative I think for people who want to go "full remote" is to just spawn an IDE instance in the remote context and run it as a web page. https://eclipse.dev/che/ is very Kubernetes oriented and supports this.
