Issue Description

I want to create a nightly build GHA. As part of this nightly build, I want to make sure all our dependencies are using the latest stable versions. NEVER use pre-release or beta versions of anything. Develop the necessary skills, hooks, pre-commits, plugins, agents etc necessary to consistently deliver a stable nightly build for all supported architectures. Parallelize your work aggressively. If you encounter a build failure, you must fix it using normal GitHub Flow process. Attempt to fix the issue yourself using the most minimal change possible, which could be a revert to heal the build. Or if a simple fix is easier, post a PR for that change.
