[Amber] delete "status" field from docs/internal/adr/template.md

Issue Description

If an ADR is merged, it's "accepted"

If an ADR is not yet merged, it's "proposed"

It's confusing to hard-code this field when we write PRs, because I have to write them as "proposed" initially, and then we merge them, and then I have to edit the field later.
