this PR depends on the reverted PR #30827 . To fix issues with MSSQL.

@potiuk I created a new PR to run the tests with MSSQL but these tests are skipped in the CI any idea how to run these tests?

Rebase. @uranusjr already added full tests needed label. Now you need to rebase to rebuild it
