Bumps __version__ to 0.1.4 and regenerates airflow-ctl/RELEASE_NOTES.rst for the 0.1.4 release cycle. Also removes a stale 59850.significant.rst newsfragment (already published in 0.1.2 notes) and documents the PR-first-then-tag flow in dev/README_RELEASE_AIRFLOWCTL.md.

Per-distribution mypy / prek-hook cleanups discussed during release prep were intentionally left out of this PR and will land separately.

Bumps __version__ to 0.1.4 and regenerates airflow-ctl/RELEASE_NOTES.rst for the 0.1.4 release cycle. Also removes a stale 59850.significant.rst newsfragment (already published in 0.1.2 notes) and documents the PR-first-then-tag flow in dev/README_RELEASE_AIRFLOWCTL.md.

Per-distribution mypy / prek-hook cleanups discussed during release prep were intentionally left out of this PR and will land separately.
