Added logging for skipped lookups in SM and SSM backends

Adds logging for skipped lookups in SecretsManagerBackend & SystemsManagerParameterStoreBackend. Used debug for when the lookup pattern provided by the user does not match, since that's expected, but warnings for users trying to access a secret that matches the team pattern '--'.
