Cherry-pick of #61917 for the Airflow 3.2.2 patch release.

Previously parked because it depended on #65276 (_configure_async_sessionengine_args block). Now that #66866 (#65276 backport) has merged to v3-2-test, this cherry-picks cleanly with no conflicts. Auto-merge across all 12 files (settings.py, utils/db.py, utils/db_manager.py, fab models/db.py, migrations/env.py, version_compat, tests, and task-sdk supervisor.py).

Cherry-pick of #61917 for the Airflow 3.2.2 patch release.
Previously parked because it depended on #65276 (_configure_async_sessionengine_args block). Now that #66866 (#65276 backport) has merged to v3-2-test, this cherry-picks cleanly with no conflicts. Auto-merge across all 12 files (settings.py, utils/db.py, utils/db_manager.py, fab models/db.py, migrations/env.py, version_compat, tests, and task-sdk supervisor.py).
