Enable GitHub discussions to be consistent between repositories

Should we enable discussions to be consistent between projects?

We recently enabled discussions on the main Apache Arrow repository, see:

• GH-45813: [Docs] Enable discussions arrow#45811

Discussions are also enabled on:

• nanoarrow
• Rust
• .NET
• ADBC

They are currently not enabled on Java / Go and Julia implementations. Should we enable them?

This PR got merged about documenting it and I found the lack of consistency unnecessary.

I've opened a PR on the arrow-go repository which should be the last repo without them enabled:
apache/arrow-go#353
Once merged, I'll update the docs.
