[Python/C++] Implement NativeFile interfaces for Amazon S3

While we support HDFS and the local file system now, it would be nice to also support S3 and eventually other cloud storage natively

Both C++ implementation and python bindings are implemented.

@pitrou Is this about supporting s3 schema in the output_stream and input_stream functions? Like pa.output_stream('s3://...')?

 Or we can simply close it because we already support the functionality with s3fs.open_* methods?
