[Python][Compute] Add bindings for ProjectOptions

Similarly as ARROW-10725, need to expose ProjectOptions:

(it would be nice to have a test to detect this, to avoid it in the future. Maybe just a test that import pyarrow.compute doesn't generate a warning)
