[R] Error when losing data on int64, uint64 conversions to double

Conversions outside the representable range should probably warn or error. See such check we do in Python https://github.com/apache/arrow/blob/master/cpp/src/arrow/python/helpers.cc#L350

This is no longer a problem as we use bit64::integer64
