Describe the bug, including details regarding any error messages, version, and platform.

The Cython 3.0.0 upgrade #37097 is failing to generate numpydocs. There are missing docstrings for many functions that were going unreported before. Let's fix them in a separate PR due to the volume.

      Describe the bug, including details regarding any error messages, version, and platform.

      The Cython 3.0.0 upgrade #37097 is failing to generate numpydocs. There are missing docstrings for many functions that were going unreported before. Let's fix them in a separate PR due to the volume.

        The Cython 3.0.0 upgrade #37097 is failing to generate numpydocs. There are missing docstrings for many functions that were going unreported before. Let's fix them in a separate PR due to the volume.
