[Docs] Add a doc section for tensor arrays

It may be nice to later add a doc section for tensors here:
https://arrow.apache.org/docs/python/

It would be useful to document FixedShapeTensorArray, FixedShapeTensorScalar, FixedShapeTensorType and once #38008 is merged alsoVariableShapeTensorArray, VariableShapeTensorScalar, VariableShapeTensorType.
It might also be good to document relationship between Tensor and various tensor arrays.
