[Packaging][deb] Add more strict dependency information

https://github.com/apache/arrow/blob/main/dev/tasks/linux-packages/apache-arrow/debian/control.in uses auto generated dependency information as much as possible.

In general, it works well. But if we want to install the specified version such as libarrow-glib-dev=20.0.0-1, the auto generated dependency information isn't enough. Because the auto generated dependency information don't have the specific version. We need to specify the specific version to all related packages such as:

apt install \
 libarrow-glib-dev=20.0.0-1 \
 libarrow-acero-dev=20.0.0-1 \
 libparquet-dev=20.0.0-1 \
 gir1.2-arrow-1.0=20.0.0-1 \
 libparquet-dev=20.0.0-1 \
 libarrow-dev=20.0.0-1

If we have more strict dependency information (package name + the specific version), we don't need to specify the specific version for all related packages such as:

apt install libarrow-glib-dev=20.0.0-1

We just ran into this issue. We had apt install libparquet-glib-dev=20.0.0-1 in a Dockerfile which was added at the time the latest release of arrow was 20. Now that the latest release is 21 but our version is pinned to 20 this line is failing because the package has "unmet dependencies", e.g. libparquet-glib-dev : Depends: libarrow-glib-dev (= 20.0.0-1) but 21.0.0-1 is to be installed.

The fix is not too bad, as suggested in this issue description, but it bloats our Dockerfile a little bit and doesn't guarantee that we won't run into this issue again in the future if new dependencies are added.

I tried this but I realized that we can't implement this...

We should specify all dependencies with a specific version explicitly.
