[R] r-binary-packages nightly failures

Describe the bug, including details regarding any error messages, version, and platform.

The r-binary-packages job has been failing since 15th July with this error:

This was shortly after this PR was merged, which uses the function mentioned in the error: #46017

Perhaps we introduced functionality in that PR that is only compatible with later versions of OpenSSL?

Note: there is an open issue about dropping OpenSSL 1.X builds: #45449

I was wondering whether we needed to support openssl 1.1 for CRAN but according to #45449 (comment) it should be safe to drop.

Do we believe that #45449 would fix this?

Yes - the failure of those jobs to build is causing the "Upload Artifacts" step to be skipped. We either need to fix them or drop them to make it work.

OK, @assignUser seems sure and he's more clued up than me, so I'll ditch those and see if it fixes things.

I have a new hypothesis about the builds failing; I don't think it's OpenSSL 1.X as it's building fine on macOS with older versions of OpenSSL.

The failing builds are using CentOS 7 and perhaps it's something to do with the quite old version of gcc on there that's causing this?

If that is the case, then the implication here is that without changing the code which causes the error, we would no longer support (binaries for?) CentOS 7. Though the lifespan of support for it in the C++ looks potentially limited anyway, e.g. #40735
