[C++] Move S3 to its own shared library

Describe the enhancement requested

This issue is to actually move S3 module and all the AWS-SDK to its own shared library.
This is part of:

• [C++] Allow filesystems to be implemented in separate library (+ move remote filesystems out of libarrow into their own shared libraries) #49399
