MINOR: [R][DOCS] Replace GitHub issue numbers to JIRA issue numbers in the Changelog

Since the issue tracker settings was changed from GitHub to JIRA in ARROW-11743, the link referring to GitHub issue numbers are broken.
Replace them with the corresponding JIRA issue numbers so that it is linked correctly by pkgdown.
