Fix GrpcLoggingServiceTest hang on client error

It was failing on :runners:java-fn-execution:test: GrpcLoggingServiceTest.testMultipleClientsFailingIsHandledGracefullyByServer hit the 600s timeout at GrpcLoggingServiceTest and after investigating and checking logs which showed gRPC closing the LogControl side with CANCELLED / onError after the client called onError on the request stream, while TestStreams still used the default error handler (throw) when we only waited on onCompleted so wired the same latch to both withOnCompleted and withOnError on the response observer so each of the three calls always signals termination once.
