Release sqlparser-rs version `0.58.0` around 2025-07-18 (was 2024-08-15)

• Release sqlparser-rs version 0.57.0 around 2024-06-15 #1837

This ticket tracks creating the next sqlparser release (mostly so others can follow along)

Target Release Date: Approximately 2025-8-15 (2 months after the last release)

Steps:

• Tested with DataFusion:
• Make a PR to update version / CHANGELOG.md: Prepare 0.58.0 release: update version + Changelog #1955
• Create a Release Candidate (RC) and start vote: https://lists.apache.org/thread/88ptk90hkch48x7bx2ny87zggxokgxxp
• (When vote is approved) release to crates.io
• Make ticket for next release: Release sqlparser-rs version 0.59.0 around 2025-09-15 #1956

We may need to create a 0.58.0 sooner
