[Bug] cumulative compaction not being triggered

Describe the bug
All compaction threads are doing base compaction, which cost a long time, and cumulative
compaction can not be executed. It results in a large number of rowsets not being compacted.

In PR #5618, using separate thread pool for base and cumulative compaction which try to fix this bug.
