[CCR][FE Binlog] Binlog configuration events diverge between leader and follower
Minimal reproduction path
Run a frontend cluster with CCR metadata Binlog enabled. Change Binlog configuration once with a warm cache and once with a cold cache, replay the same journal on a fresh frontend, and compare events by logical object and operation. Verify that leader, follower, and restart produce the same configuration event set.
Expected result
The same configuration journal produces the same Binlog events on leader, follower, and restart.
