Fix bvar leak after alter tablet job failed.
What problem does this PR solve?
Fix bvar leak after alter tablet job failed.
How to reproduce:
1、create table
2、insert some value
3、open be debug point to force fail with status msg DELETE_BITMAP_LOCK_ERROR
4、alter table add rollup
5、show alter table rollup
6、Now the bvar fragment_executing_count is add but never reduce, leak happened.
