Summary
This fixes durable-session discovery independently of #853. It does not add a Runtime Host or live Turn / PTY handoff between processes.

The active cwd now changes when a session is resumed from another workspace. The same cwd is used by the status line, file autocomplete, new sessions, tool execution, system prompts, and project skill discovery so the resumed context does not split across directories.
This PR only resumes durable session state. Taking over work that is still owned by another Desktop or TUI process remains part of the broader Runtime Host work in #853.
