The repository had multiple competing entry points for architecture and frontend design guidance. This creates drift because historical plans, implementation snapshots, and durable intent appear equally current. This PR establishes the smallest explicit authority chain and preserves historical material without treating it as implementation guidance.

Scope
This is PR 1 of 4. It establishes root-level authority and the initial archive boundary. Runtime history, broader stale-document retirement, frontend implementation governance, and runtime fact consolidation follow separately.
