GH-3310: Clean up JIRA references and move to GH issues

Rationale for this change

• Since we have moved away from JIRA, the code still has some stray references to JIRA links.

What changes are included in this PR?

• Cleaned up all jira references and moved to the corresponding Github issues/links.

Are these changes tested?

• Yes

Are there any user-facing changes?

• No

BTW, I think parquet-java does not use conventional commits and instead requires creating a Github issue for non-minor changes (but I think this PR is a minor one). Please also respect the PR template to be consistent with others.
