Removes both Utils.getBaseUrlForNodeName overloads — pure delegates to URLUtil.getBaseUrlForNodeName, 24 call sites (4 production, 20 test) moved with identical semantics. Utils.java now has zero deprecated members.

Where to look: the name collides three ways — the removed Utils static, its URLUtil replacement, and ZkStateReader's unrelated one-arg instance method (~60 call sites, untouched, already delegates to URLUtil directly). Census had to key off the exact static signature, not the name. The rename is 5 chars longer, pushing 11 lines from 100 to 102 chars — reflowed by google-java-format, matched against pre-existing breaks in the same files.

Guard: URLUtilTest pins 4 literal URLs; a planted fault caught before and after the migration, so coverage survived. 9 changed test classes, 52 tests, 0 failures. All gates green.

SOLR-18373 (#4761) and SOLR-18380 (#4762) both touch CloudSolrClient.java -- simulated both merged together, applies cleanly. SOLR-18388 (local, not yet a PR) shares ZkStateReaderTest.java.

Both were pure delegates to URLUtil.getBaseUrlForNodeName, so all 24
call sites (4 production, 20 test) move to URLUtil with identical
semantics. Utils.java now carries no deprecated member at all.
Two things a census by method name would have got wrong, recorded
because they shaped the diff: the name collides three ways - the
deprecated Utils static, the URLUtil static that replaces it, and
ZkStateReader's unrelated one-arg instance method used at some 60
sites, which must not be touched. And the rename is five characters
longer, which pushed 11 of the 24 lines from exactly 100 to 102 and
required google-java-format reflows, matched against constructs
already broken in the same files rather than guessed.
Guard: URLUtilTest.testGetBaseUrlForNodeName pins four literal URLs.
Verified by planting a fault in URLUtil before the rewrite and again
after - caught both times, so the coverage survived the change.
Verified: compileJava/compileTestJava on solrj, solrj-streaming and
core, spotlessJavaCheck on solrj, core and solrj-streaming,
ecjLintMain/Test on solrj and core, ecjLintMain on solrj-streaming,
renderJavadoc on solrj, and 9 changed test classes - 52 tests, 0
failures.
Simulated merge order against SOLR-18373 (apache#4761) and SOLR-18380
(apache#4762), both open PRs sharing CloudSolrClient.java with this diff -
merged together into a scratch branch off origin/main, this patch
still applies cleanly.

I suppose... Not sure why this isn't a perfectly good util method... but... It does what it says it does.

https://issues.apache.org/jira/browse/SOLR-18386
