In Android with treble, we have limitation of where an app can link libraries.
If rpc app is located in /vendor, libtvm_runtime.so should be located in /vendor/lib.
Then, mod.so extracted in /data/data/ cannot link libtvm_runtime.so
This patch allows users to select any location for rpc app to work with.
