[Bug] Misleading “Create a New Identity Key” Label

The Create a new identity key button is misleading when an identity key already exists. Clicking it displays the existing key and does not create a new one. The current wording may cause users to believe that a new identity key is generated each time they click the button. This is especially confusing because identity creation and replacement are security-sensitive actions.

To Reproduce:

1. Open the Buzz onboarding flow.
2. Click Create a new identity key.
3. On the identity-key backup screen, click Back.
4. Click Create a new identity key again.
5. Notice that the existing identity key is displayed.

Expected behavior:
When an identity key already exists, the button should use wording that reflects the actual action, such as Continue with existing identity key or View identity key.
