Adds a thin caller of _claim-sweep.yml in bounded-systems/.github.

No credential. The reusable runs against THIS repository with THIS repository's built-in GITHUB_TOKEN, and issues: write is the entire capability — which is why adoption is one file rather than a broker grant per repo.

What it does, per claimed issue: exempt a standing claim at any age; release when the issue is CLOSED, since a claim on closed work guards nothing; release when open, PR-less and untouched for 14 days; keep everything else with the reason printed. A release removes the claimed label, unassigns, and leaves one comment naming the run.

Why this matters. The claim doors write the claimed label and nothing removes it, so the count only grows — measured at 114 org-wide on 2026-08-29. The board reads a claim as the label or an assignee, so finished work keeps reading as taken to every session that looks at it.

Weekly cron is a real run; a dispatch defaults to dry, so the release table can be read before anything is touched.
