Record the package-scope policy: unthrown / @btravstack / @amqp-contract / @temporal-contract #3

Found while auditing btravstack/start (2026-08-13). Filed here because this repo's stated job is making the btravstack repos consistent, and the org-identity repo has issues disabled.

Package naming is split across four scopes: unthrown (unscoped), @btravstack/*, @amqp-contract/*, @temporal-contract/*. Nothing records whether that is deliberate (standalone product identity per library) or drift.

The framework ambition raises the stakes: a "starters" story à la Spring Boot depends on discoverability, and spring-boot-starter-* won partly because one prefix made the whole catalogue searchable. A developer who finds @btravstack/start-http has no path to @amqp-contract/worker from the name alone.

Acceptance

  • A one-page recorded decision: which scopes exist, why, and the rule for the next package (including the upcoming env/config module and any future start-* runtime).
  • If the split is deliberate, the reasoning written down where contributors will find it; if not, a migration direction (even if execution is deferred).
