Switch dependency management from `requirements.txt` to `pyproject.toml`/`uv.lock`, add Python 3.12 version pinning, and scaffold `main.py`. Also fixes runtime issues by correcting settings config usage, improving encryption key validation messaging, fixing logger setup/imports so renderers are applied correctly, and ensuring the Mongo DB helper always returns the selected database.
